Moody’s Investors Service may downgrade Bank of America, Citigroup and Wells Fargo after it completes a review their ratings, which have been boosted by an assumption that the federal government would bail them out in the future. Moody’s said it will consider pre-crisis levels of government assistance, and assess improvements in the financial strength of the banks, which “may temper the extent of any ratings downgrades.”
