Banks in Europe have blasted at a proposal by the European Commission that would give regulators the authority to ban trading certain over-the-counter derivatives, saying such a move could heighten systemic risks. Under the proposal in the Markets in Financial Instruments Directive, trading on OTC derivatives could be halted if “a product or activity [threatens] the orderly functioning and integrity of financial markets or the stability...of the financial system.”
