Raymond May, former swaps executive at JPMorgan Chase, has formed the Open Derivatives Exchange, which hopes to capitalize on mandatory clearing as required by the Dodd-Frank Act. ODEX, which is expected to launch in the second quarter, has been in the works since 2009 before the law and in anticipation of regulatory reform after the fall of Lehman Brothers Holdings, and has been in test mode since September.
