Dmitry Bulgakov, who slips from second place to third, “helped us many times by providing expanded commentary, particularly on small-cap companies,” reports one Moscow-based fund manager. In December the Deutsche Bank analyst laid out the bullish case for power generators in the year ahead, declaring “the worst is over.” He urged investors to buy Quadra Power Generation, in part because of its recent cost-containment measures and “relatively favorable” tariffs. By late May shares of the Tula, Russia–based thermal and electric power supplier had jumped 20 percent, outperforming the RTS Electric Utilities Index by a stunning 51.1 percentage points. “His earnings estimates and recommendations are priceless,” affirms another buy-side supporter. — Ben Mattlin
